(Vietnam Logistics Review) A large amount of international transshipment cargo from on its Middle Asia route has been stevedored in Vietnam for the first time. Vessels RDO Harmony, which left Singapore and anchored at Cai Mep International Terminal (CMIT), transferred its cargo to NYK Fuji. Over 90% of cargo has been loaded on NYK Fuji and will continue its LEO service route.

On April 3rd, 2015, RDO Harmony with the length of 261 meters and capacity of 55,495DWT anchored CMIT and transferred its cargo to it. With good preparation and ability, CMIT unloaded 1,350 containers from the vessel in 8.7 hours, reaching the capacity of 41.80 container/ hour/ shore crane. After having unloaded in CMIT, empty RDO left Vietnam. Then, the vessels NYK Fuji, with length of 267 meters and capacity of 45,000DWT) anchored CMIT and loaded the cargo of 1,444 containers. 1,079 of which are transshipment containers from RDO Harmony.

The preparation job was carried out a month in advance. There were many things for preparation and it was not easy at all for this was the first time for such a large transshipment cargo in Vietnam. Mr. Nguyen Xuan Ky, Deputy General Director of CMIT said:” The first timeof doing transshipment cargo in a short time proved CMIT’s ability of doing large amount of international transshipment cargo in the future.”

NYK Liner chose CMIT for the work of international transshipment for it met all conditions about navigation way, stevedoring, its location on international maritime route, and its location that allow consolidating local cargo (80km from HCMC and 50km from industrial parks Binh Duong and Dong Nai). CMIT is currently a deep water port in Cai Mep- Thi Vai area, which enables to receive vessels with capacity up to 160,000DWT. CMIT has modern stevedoring equipment and stevedoring capacity equal to other modern ports in the world. The successful stevedoring work is a good sign, confirming the ability of Vietnam’s ports in the role of international transshipment ports and giving new opportunities for Vietnam in the future.

Mr. Kyadded: “We considered NYK’s choice of choosing CMIT, not Singapore, for the transshipment an important success and an interesting experimental case. We will report the case to the People’s Committee of BR-VT, the Ministry of Transport and Vietnam Maritime Administration and use it as bases for policies in the project of international transshipment in Cai Mep- Thi Vai port group as incentive policy on maritime fee, local transport for transshipment, customs procedures for international transshipment cargo”.

The People’s Committee of BR-VT has approved the project of developing Cai Mep – Thi Vai international transshipment port group in the period of 2013- 2020. With the success of the transshipment in CMIT this time, it is advisable that the Provincial People’s Committee ask the Government, the Ministry of Transport, and Vietnam Maritime Administration to issue mechanisms and policies as soon as possible to make Cai Mep – Thi Vai port group play the role of an international transshipment port:

• Enjoying incentives to taxes applying on projects that are encouraged according to the Law of Investments and other incentives to tax according to commitments that Vietnam signed when joining WTO;

• Allowing foreign vessels not to do import-export procedures on cargo source, but to do procedures to vessels in accordance to maritime law.

• Applying fees suitable to conditions and nature of an international transshipment port at its initial steps when joining a competitive market with other large international transshipment ports in the area as Singapore, Hong Kong, TanjungPelepas… as mentioned in the project.
