Looking back at logistics movements

(VLR) (Vietnam Logistics Review) The year of 2017 was considered of importance in implementing the five year social-economic development plan (2016- 2020). This is also the first year of implementing resolutions and policies approved by the Party and the Assembly. The economy has been considered bouncing back; the macro economy has been basically stable; inflation has been under control; and there has been high economic growth… How is Vietnam logistics in the situation?

(Vietnam Logistics Review) The year of 2017 was considered of importance in implementing the five year social-economic development plan (2016- 2020). This is also the first year of implementing resolutions and policies approved by the Party and the Assembly. The economy has been considered bouncing back; the macro economy has been basically stable; inflation has been under control; and there has been high economic growth… How is Vietnam logistics in the situation?

Large in quantity; low in quality

There have been 1,300 enterprises, including those with foreign capital, providing various maritime and logistics services. 70% of them have offices in HCMC. Many global large logistics company have been taking part in the Vietnam logistics market. Most of Vietnam’s logistics enterprises are operating in level 1 (self-providing logistics) and level 2 (providing logistics service as the second party).

There have been 8 logistics centers and 19 ICDs in operation. Two in the North: Cai Lan, Quang Ninh and Dinh Vu, Hai Phong newly founded in 2020; 2 ICDs in Hanoil 6 ICDs in provinces of Phu Tho, Hai Duong, Ninh Binh, Nam Dinh, Bac Ning, and Lao Cai with size of under 10ha in average and without ability of expansion. Two small ones in Danang (5.2ha) and Quy Nhon (5.0ha). Four logistics centers in the South and 11ICDs mostly located in HCMC (1 center and 6 ICDs), Binh Duong (2 ICDs) and Dong Nai (3ICDs).

Most logistics centers and ICDs are located in good geographical positions; therefore, they provide great helps to importexport through hub sea ports. Vietnam logistics has the scale of USD 20-22bn pa, accounting 20.9% of the country’s GDP. The most important stage in logistics- transport- accounts for 40%-60% of expenses- the giant service market.

Vietnam ranked 64/160 and 4 in ASEAN countries (after Singapore, Malaysia and Thailand) in LPI by World Bank. With an annual growth of 16%-20%, it has been one of Vietnam’s service sectors that has stable growth. PhD. Trinh The Cuong, Head of Transport and Maritime Services (Vietnam Maritime Administration) said Vietnam logistics enterprise community accounts for 80% of enterprises operating in the logistics sector. Most of them provide services for small supply chains in Vietnam in particular sections: forwarding, warehousing, customs brokerage, consolidating… Other larger activities, having global transport, have been carried out by a smaller number of multi-nation corps.

But foreign logistics companies have been holding 80% of the market. They have only 25 ve enterprises in number, while over 1,300 Vietnam’s logistics enterprises have been holding the rest of 20% of the market. Optimistically, their income has not been over 80% as we already thought. Actually with services carried out in Vietnam as port exploitation, local transport, warehousing... we are having great income. With services as international sea transport, air transport and other services outsides Vietnam, there have been large corps that have been founded over 100 years ago: they are having a better start than us.

We have a later start, so there should be a look at the game at a positive attitude.

What should be done to Vietnam logistics sector?

The year of 2017 was considered “eventful” to Vietnam logistics sector. First, on February 14th, 2017, PM had the Decision no.200/QĐ-TTg “Approval for The Action Plan of Improving Competition Abilities and Developing Vietnam Logistics to 2025”. This is the first legal document on logistics. The Government confirmed: ”Logistics is an important service in the national economic structure, playing the role of assisting, connecting and pushing socialeconomic developments of the country’s and regions’, contributing to improving competition abilities of the economy. Developing logistics to a service of high benefits, connecting logistics services to developments of product manufacturing, import- export, commerce, and transport and IT infrastructures…”

At the beginning of 2017, in the Conference “Attracting Investments, Logistics Business to the Mekong Delta”, Deputy PM Vuong Dinh Hue assessed systems of transport infrastructures and logistics in the regions have been limited. Logistics centers are mostly small in size and to serve a sector or an economic potential region. Services from logistics center are limited; connections in logistics activities are week; there are inappropriate procedures in logistics activities; inadequate logistics infrastructures, weak managements and business methods from logistics enterprises are unable to catch up with requirements. He said there should be comprehensive consideration on matters related to the logistics system. The Government should use their resources to develop the field and should have a consistent transparent legal corridor as well. “Investment and logistics business are necessary and sufficient elements for developments of the Mekong Delta.”

At the Conference “Action Plan to Improve Competition Abilities and Develop Vietnam Logistics Service to 2025” at the beginning of March 2017, Deputy Minister of the Ministry of Industry- Commerce Tran Quoc Khanh said:” There should be a framework to help provincial committees to build assisting policies for logistics service developments. Enterprises should have changes in their business. Outsourcing cannot help to develop the logistics services”.

Thus, the Government has shown determination to accompany with logistics enterprises. The matter is enterprises should have more investments in infrastructures, both in terms of hardware and software. And there should also be a national committee to coordinate logistics activities. Particularly, a national trade facilitating committee (a national onestop committee) should have logistics management function and coordination. Vietnam will develop a healthy logistics service market, offering equal opportunities to enterprises belonging to various economic sectors, encourage both local and foreign investment capitals in accordance to Vietnam law and international agreements that Vietnam has signed.

To achieve the targets of developments, in the coming time, there should be improvements of policies, more attractions to investments in logistics infrastructures, more cooperation to foreign partners to expand logistics infrastructure connections and there should be more investments in expansion logistics infrastructure to connect Vietnam’s ports to those of neighbor countries’.

Tối 22/5/2019, Thư viện Khoa học tổng hợp Đà Nẵng phối hợp với Hội Doanh nhân trẻ TP. Đà Nẵng đã tổ chức Phiên chợ sách 2019 lần I với chủ đề “Sách là bạn”. Ô tô nhập vào Việt Nam tăng mạnh trong nửa đầu tháng 5

Theo thống kê sơ bộ của Tổng cục Hải quan, trong nửa đầu tháng 5 vừa qua, đã có 7.611 xe nhập khẩu vào Việt Nam, trị giá 163,4 triệu USD. Như vậy, kể từ đầu năm 2019 đến nay đã có 58.295 ôtô nguyên chiếc nhập khẩu vào Việt Nam, đạt kim ngạch hơn 1,289 tỷ USD.
