HCM has had great efforts to be the country’s economic engine
Being an economic engine means the city is being in the top in term of economic development, not only being in the normal development as other locales. This also means the city, as an economic engine, will help economies of surrounding areas go up. And HCM has had great efforts to be the country’s economic engine.
HCMc’s contribution for the country
In the 42th HCMC’s City Party Meeting of the Term X on July 7th, 2020, Secretary of the City Party Committee Nguyen Thien Nhan said:” In the period of 1996 - 2000, the city’s economy accounted for 17% of the country’s economy; in the period of 2001 - 2010, the number increased to 20%; in the period of 2011 - 2019, the city’s economy accounted for 22% of the country’s economy, showing contributing proportion from the city to the country keeps increasing for the past 25 years”.
In terms of technology, new advances in science and technology such as manufacturing using high-tech digital control, automation, nano, plasma, laser, biotechnology, digitalization... have been applied, thereby forming production lines that reach the region’s advanced technology.
HCMC’s service sector is a key sector, accounting for 62% of GRDP. In the coming time, service industry sectors will develop in the direction of modern services with high technology applications. Services of Transportation, warehousing, logistics, education, distance education applications, and smart health are also being interested by the city authority.
Over the years, HCMC has implemented many policies on building infrastructure to create a driving force to promote socio-economic development. The city will continue to build a project to develop transport infrastructure synchronously in a direction of being a smart city. In 2020, metro No. 1 will be operated and metro line 2, 3, 4, 5 will be deployed in the following years. Besides, infrastructure at important intersections such as Cat Lai, Phu Huu, An Suong,... the route connecting with Dong Nai, Ba Ria - Vung Tau, Long An, Binh Duong, Tay Ninh,... and gateway traffic axis will be speeding up.
The city aiming at a digital government
The People’s Committee of HCMC has issued the Decision no.2393/QD-UBND approving the city’s digital transformation with vision to 2025. The program is built on the basic of the National Digital Transformation, making HCMC a smart city in the period of 2017 - 2020, vision to 2025: creating the city e-government with two main contents: vision and target of digital transformation, duties and solutions of transformation.
Implementation of the e-government has currently been approved by the city. Expert said successful implementation of digital transformation to 2025 will help HCMC decreased 40% of administration policies and and broadband infrastructure covers over 95% of households and 100% of districts.
Being a smart city
Resolution from the 11th City Party Committee’s Meeting of HCMC put emphasis on building and completing the plan of smart city in the period 2020 – 2025, vision to 2030.
The merger of the eastern region includes District 2, District 9 and Thu Duc District to form Thu Duc City has been approved by the National Assembly and the people and it is going to deploy. This merger makes area management easier and more consistent. That is the problem that TP. HCM is on the way to gradually perfect for the construction of smart city.
Smart cities are built on digital transformation of technology, transportation, economics, health to digital government. That is the basic premise for building smart cities. Among them is the program “Creative Space and Digital Transformation”, which took place from October 12thto November 12th, 2020. This program is the foundation for developments of the City’s Digital Transformation Center of HCM.
HCMc’s targets in 2025 - 2020
Resolution of the 11th City Party Meeting (October 18th, 2020) of the term 2020 - 2025 set HCMC’s development targets to 2030, vision to 2045.
HCMC has had determination to implement assigned targets and to be an economic, political center for the country
To 2025, it will be a smart city, an industrial service city in the direction of modernization, remains to be an economic engine, a driving force for the Southern key economic zone and the country, with an average GRDP of USD 8,500 per capita.
To 2030, it will be a service city with modern industry, an economic engine, with digitalized society, average GDP per capita is around USD13,000- center of economy, finance, trade, science-technology and culture of the Southeast Asia.
Vision to 2020, Becoming a finance economic center of Asia, with average GRDP per capital of around USD 27,000. Being a global attractive destination.
In the term 2020 - 2025, HCMC will focus on implementing tasks – main solutions. In HCMC determines to develop a fast sustainable economy on the basis of applying technology- science to be more creative and to increase productivity. Besides, it tries to carry out synchronous solutions to develop private economy and encourages and supports forming corporations, large scale enterprises with great potential.
Rapid and sustainable economic development on the basis of strong science and technology application, innovation and increased labor productivity. In addition, continue to synchronously implement solutions to develop the private economy, encourage and support the formation of largescale and powerful corporations and enterprises.
With the motto of “more drastic, synchronous and creative”, HCMC has had determination to implement assigned targets and to be an economic, political center for the country.
