Accelerating the Bien Hoa - Vung Tau Expressway: Determined to Open for Technical Traffic by 30/4/2025

With the goal of completing and opening the road for technical traffic by April 30, 2025, the project owners and contractors are making significant efforts to accelerate progress while ensuring construction quality.

Ensuring Progress and Quality for Component 3

Component 3 spans 19.5 kilometers in BRVT, with a total investment of 4,964 billion VND. The segment includes four main lanes and two emergency stopping lanes, with a roadbed width of 24.75 to 27 meters. As of now, construction has reached nearly 50% of its volume. Several sections have completed cement-treated subgrades and are preparing for asphalt paving.

According to Nguyen Cong Danh, Deputy Director of the Cai Mep - Thi Vai Area Traffic Project Management Board (project owner), 100% of the land clearance for Component 3 has been completed, enabling contractors to deploy five construction teams with nearly 200 pieces of equipment and over 300 personnel.

Construction for Component 3 is being executed systematically across different phases, with flexible approaches tailored to weather conditions. Deputy Minister Le Anh Tuan instructed contractors to maintain the schedule and conduct frequent quality inspections. He emphasized that all parties must commit to meeting the planned deadlines to ensure the expressway is operational as scheduled, catering to the high travel demands during the 2025 tourism season.

Challenges in the Dong Nai Segment

Unlike the promising progress in BRVT, Component 2 of the expressway, which runs through Dong Nai Province (managed by the Project Management Board 85), is encountering significant difficulties in land clearance and construction materials. A severe shortage of fill soil is delaying progress in several areas, particularly at sections awaiting exploitation of soil from Phuoc Binh.

Additionally, land clearance in Dong Nai faces persistent obstacles, resulting in a patchwork of available construction sites. Some areas have land cleared but lack access roads, complicating construction efforts.

The Project Management Board 85 reported working closely with the Dong Nai Provincial People’s Committee to obtain permits for expanding soil mines to ensure material supply. Deputy Minister Le Anh Tuan urged the board to continuously update progress and report challenges while proposing collaborative solutions between central and local authorities to resolve issues related to fill soil. He emphasized that the project’s success relies not only on the contractors but also on strong local government support in land clearance and resource provision.

Solutions to Accelerate Progress and Ensure Safety

In Component 3 of the Bien Hoa - Vung Tau Expressway project, contractors such as Sơn Hải Group and Company 479 have adopted flexible solutions, working from early morning to late afternoon to take advantage of favorable weather conditions and accelerate progress. Workers are spreading crushed stone layers in preparation for asphalt paving once the weather permits. Additionally, overpasses and underpasses for local use are under construction, with all bridges expected to be completed before the technical traffic launch in April 2025.

Component 3 includes a total of 11 bridges and one underpass. Key structures such as Suoi Da Bridge and Hoi Bai Overpass have completed foundational works and are now undergoing beam installation. Contractors have committed to finishing all overpasses by the end of Q1 2025. Alongside completing the bridges, contractors are paying special attention to labor safety, conducting regular safety checks on-site. Deputy Minister Le Anh Tuan emphasized the importance of frequent monitoring to avoid safety incidents while maintaining the quality and progress of the project.

Determination to Open the Bien Hoa - Vung Tau Expressway On Time

The Bien Hoa - Vung Tau Expressway is among Vietnam's key infrastructure projects, strategically significant for connecting and fostering economic growth between the Southeast region and the Southern Key Economic Zone. Upon completion, the expressway will reduce pressure on National Route 51, shorten travel times from major industrial zones in Bien Hoa and Dong Nai to the Cai Mep - Thi Vai international port, and boost logistics, tourism, and domestic as well as international trade. However, achieving the goal of technical traffic launch by April 30, 2025, continues to face challenges, including the shortage of fill materials in Dong Nai and obstacles in land clearance at critical locations.

Thanks to the decisive involvement of the Ministry of Transport, the Project Management Boards, contractors, and local governments, Component 3 in Ba Ria - Vung Tau Province is progressing optimistically, with roadbeds, asphalt paving, and bridgework steadily nearing completion. Nevertheless, to meet the deadline, stakeholders must intensify collaboration, swiftly resolve bottlenecks in land clearance, materials, and construction conditions. Particularly during the extended rainy season, flexible solutions in construction management and the dedication of workers and engineers remain vital for the project's success.
