CURRENT SITUATION OF TRANSPORT-TECHNOLOGY INFRASTRUCTURES IN BR-VT


The group 5 sea port as planned will be devided into 3 smaller groups: sea ports of HCMC’s, Dong Nai’s and BR-VT’s. Among which the port area in Cai Mep-Thi Vai River will intentionally become an international gateway port, and also a driving force for economy growth of the whole Southern key economy zone. At the present, there have been three kinds of transport using land, waterway and air, that is, there has not been any railroad transport. Therefore, a railroad line of Bien Hoa-Vung Tau and another into Cai Mep-Thi Vai port will be constructed by 2020. BR-VT has been focusing on transport investment, gradually filling urgent needs from the system of sea port and from the logistics sector.

In the area of land transport, National Highway 51 is being broadened to a 6-lane highway. And as soon as the broadening finishes, Bien Hoa-Vung Tau express way with 4-6 lanes will be kicked off. HCMC-Long Thanh-Dau Giay already started. With the growth rate of cargo capacity as it has been for the past few years and it is expected to be increasing in the time to come, the two roads will be unable to meet the need for cargo and passenger transport. Other roads as National Highway 55 and 56 are being upgradded, Cai Mep-Thi Vai inter-port road is under construction. Other ones as Ring Road no.4, East-West Axis 1, East-West Axis 2, Long Son-Cai Mep connecting road are being planned for synchronous development of sea ports, and logistics services in BR-VT.

Navigation ways have been planned, for example, Vung Tau-Thi Vai navigation way has been approved by the Prime Minister and the Ministry of Transport had decisions for comprehensive study. This will enable Cai Mep-Thi Vai port area to receive new generation vessels (with load capacity of over 100,000DWT), fulfilling the role of an international transshipment port.

In the area of water transport, BR-VT has a long waterway network, among which Cai Mep-Thi Vai river has potential in developing waterway transport: vessels of 157,000DWT can reach CMIT port and vessels of 117,000DWT can reach SP-PSA. There are 15 local routes with the total length of 71.15 km, ensuring the connections to the port system and inter-region waterway networks.

BR-VT currently has 2 operating local air ports – Vung Tau and Con Son. According to the Plan of Development Vietnam Air Transport, these two ones will serve Long Thanh international air port in the future.

However, due to inadequate infrastructures of transport, electricity and waterworks at the area, the implementation of the sea port project has been relatively slow. According to planning experts, the communication system needs to be upgraded or modernized; existing waterworks plants should be enlarged, upgraded and water-supply system should be newly built. There should be considerable investments in sewage systems in cities: building separated sewage system for rain-water and effluent and building sewage treatment stations of national standards. BR-VT has 14 industrial parks in operation or in construction process of the infrastructures. Therefore, it is necessary to have more electric transmission grids of 110KV or 35 KV, electric distribution network of 15kV and more source stations for adequate electricity supply.

SOLUTIONS FOR THE INFRASTRUCTURE SERVING SEA PORTS AND LOGISTICS


BR-VT has actively planned, constructed and put into operation a number of general ports, modern container terminals for the past few years. However, it is facing financial issues in constructing, upgrading, and improving the infrastructure of roads connecting the deep water ports, connecting BR-VT to provinces in the Southern key economic zone. It is necessary to estimate response rate and proposed development scales of infrastructures of transport and technology to the logistics service sector in the period of 2011-2020, on which a master plan for developing logistics infrastructure will be built: transport network of the region and Mekong sub-region should be paid much attention; railroads from connecting centers to national railroad networks should be adjusted; other plans will also be considered for saving land fund for further logistics development.

A number of issues that should be considered is how to frame a policy to cut logistics cost: policies on investment in transport infrastructure as basis for logistics activities; policies on developing inland container depots (ICD) to support BR-VT ports; policies on developing logistics centers; policies on upgrading skills for businesses operating in logistics sectors; policies on developing 3PL; policies on applying IT knowledge in logistics activities; and other policies on developing e-Customs procedures, administrative reforms and public service transparent.

And with these things done, BR-VT will soon be a port city in the very near future.
