Solutions to human resource training in Ba Ria - Vung Tau

The strong development of global logistics is calling for human resource of skills and high technique – an important factor for effective logistics activities. To BR-VT, it is urgently necessary to find solutions to develop human resources – the need of equal importance to those of technical infrastructure development, or policies for logistics developments. Skilled human resource will surely shorten the time to make BR-VT a sea port city of the area and the country as well.
WHAT LEVEL IS HUMAN RESOUCRES IN BR-VT IN?
At the present, there are around 1,000 local businesses operating in logistics-related services, mostly acting as satellite suppliers in logistics service value chain. In BR-VT, population growth, young labor force and immigrant labor force are potential human resources for development of provincial economy. There are around 30,000 labors being trained annually; 16 provincial vocational organizations produce 5,000 technical workers of all types. However, the quality of the provincial human resource has still been low, a ratio of workers through training is 58% only.
Port economy will be a spearhead for the breakthrough in the coming stage, encouraging strong development of Vung Tau in particular and the Southern key economic zone in general. And the current work force of BR-VT has not been qualified for requirements from sea port services in BR-VT. In addition, for the field of logistics is still new, management authorities and Vietnam logistics businesses themselves have no adequate knowledge and understanding of it. Therefore, training human resources for logistics sector in BR-VT is of great importance.
SOLUTIONS TO TRAINING LOGISTICS HUMAN RESOURCES IN BR-VT
Mr. Ho Van Nien, in the Seminar on planning, sea port and logistics operating management on September 29th, 2012, said in the immediate stage, 3-month refresher courses or cooperative training is able to meet requirements from logistics and sea port sector. In the long run, an institute or a school for human resources needs is a must-do. And it should be located near the sea port system and logistics centers to ensure regular practice. And according to experts, training program should be divided in short-term, medium-term and long-term ones. The implementation of the programs will ensure profuse and qualified human resources for logistics development in BR-VT.
Short-term programs
There should be co-operations between VIFFAS or Vietnam Port Association (VPA) and BR-VT or provincial logistics service supplying businesses in work training and information supplying. There should be training course for management members and provincial specialists from provincial authorities for basic knowledge of logistics and international trade with teaching staff to be invited from the Logistics Research and Development Institute or from universities. At the same time, there should also be short-term courses for staff of companies operating in logistics services sector for basic knowledge of sea port organizing and operating. In addition, there should be good use of facilities of schools, educational institutions in the provincial area as BR-VT College of Education for regular basic and advanced courses on managements, operating, and doing business in logistics sector for people operating in the sector.
Medium-term programs
There should be co-operations between BR-VT and Vietnam Logistics Research and Development Institute or with other countries as Netherland, Japan or Australia for human resources training programs or co-operations with port operators or top liners operating in the provincial area to have short-term course abroad for staff from provincial logistics businesses. At the same time, best students should be sent abroad for majors.
Long-term programs
It is necessary to establish a human resource training center for the logistics sector for a qualified human resource that is able to meet all requirements from logistics development in BR-VT. The center will be a place for all trainings in logistics sectors: logistics experts, basic knowledge of foreign trade, multi modal transport, insurance, forwarding and customs procedures, and legal regulations in logistics services…. And it is also necessary to have the center to be built in a logistics center so that students can have practices in practical logistics environment.
On December 2012,, under the guidance of the People’s Committee of BR-VT, Investment Promotion Center of BR-VR, together with Vietnam Logistics Review Magazine, will hold a conference named “Solutions to develop human resources in sea port operating and logistics services”. It is believed that there will be solutions to be found that meet higher and higher requirements in professional expertise in the logistics sector in the province.
