Ba Ria - Vung Tau: gradually approaching logistics perfection

Orientations to develop infrastructures in terms of road, water way, rail road and airline to develop projects of multi modal transportation in the years to come have been founded. At the same time, policies and projects on the services have been actively implemented by the People’s Committee of BR-VT.
PORTS AVAILABLE
The port system has been in its first phase of investment and construction and so far, 26 projects with capacity of about 76.5 million ton/ year has been put into operation. These ports have successfully received vessels of over 100,000 tons. In the past few years, there have been periods of time when there were 16 direct routes to America and Europe from Cai Mep-Thi Vai area. 9 other projects have been under construction and 18 others have been in preparation to be invested.
MAPPING OUT PORT-CONNECTING ROUTE
To develop the logistics system, technical infrastructure should be invested, especially in transport infrastructure. According to Mr. Vu Ngoc Thao, Director of Transport Department, the Thi Vai-Vung Tau port system will have been completed by 2020 according to the Master Plan of Cai Mep, Sao Mai-Ben Ding port cluster approved by the Prime Minister.
BR-VT province has suggested the Ministry of Transport making suggestions to the Government and other Ministries for enough capital resources to construct key transport routes, and routes connecting areas and connecting to the port system as Cai Mep-Thi Vai inter-port road, Phuoc Hoa-Cai Mep route, 991B Road in the plan of 2011-2015. Construction of other routes as railroad and express way of Bien Hoa- Vung Tau, Ring Road 4 will be kicked off as approved schedule.
FOUNDING A LOGITICS CENTER
BR-VT has been making a choice to build logistics centers. The model of a German transport village will be applied to a cargo distribution center, where operating logistics groups and companies make maximum use of the infrastructure and railroad transport and it is able to reduce environment pollution, aiming to an effective green logistics.
So far, the Department of Transport has sent brochures on investment in BR-VT and the map of Cai Mep Ha logistics center to its cooperator – Japan-Vietnam Business Bridge (JVBB) – to promote investment to consulting organizations and investors in Japan. The department will keep working with JVBB for further discussion on conditions and implementation time of the planning. Besides, it will coordinate with the departments of Industry and Commerce and of Constructions to examine the Area Planning for Logistics Development and to have agreement about the location of Cai Mep Ha Logistics Center and construction procedures.
CHANGES IN ADMINISTRATIVE PROCEDURES
At customs agencies that apply e-customs, the clearance time for green line is from 3-5 minutes, and for yellow line is from 10 to 20 minutes. From the beginning of 2014, BR-VT Customs Department will deploy an automatic customs clearance and customs intelligence system in VNACCS/VCIS project (Vietnamese Nippon Automatic Customs Clearance System/ Vietnamese Customs Intelligence System) sponsored by the Japanese Government. Besides, the Customs sector is deploying the projects Nation Single Window and ASEAN single window. These will surely benefit import-export business community.
Maritime Administration of Vung Tau put in operation an office carrying out single window procedure for foreign vessels in/ out ports in Cai Mep-Thi Vai area. The representative office is located it Cai Mep International Terminal (CMIT) and enterprises operating in maritime in the area are able to carry out procedures right at the office in CMIT.
TRAINING HUMAN RESOURCE
About human resource training, in short-term, staff will be sent to refresher courses. But in long-term, the establishment of an institute or a school for training human resource for the seaport and the logistics sector is a must-do.
And the detailed plan of the Project of Development Human Resource for Logistics Services in BR-VT 2012-2015, with orientation to 2020 has been approved by the provincial People’s Committee. And it is being improved by Vietnam Logistics Institute in cooperation with the Department of Labor, Invalids and Social Affairs.
It is expected that in a near future, BR-VT will have a logistics system that is able to meet requirements and potentials of the provincial development, which will also serve the international logistics integration.
