PREMISE AND PREPARATIONS FOR BR-VT LOGISTICS SERVICE DEVELOPMENT 2015

(VLR) (Vietnam Logistics Review) Target: making BR-VT logistics service sector a key infrastructure economy – a key sector for the time after 2015 that contributes to GDP growth and pushes other sectors as industries, trade and otherservices in the province.

(Vietnam Logistics Review) It is the determination from provincial leaders, from the whole political system and enterprises and investors that is the perquisite for meeting the target. Existing premises should be developed and there should be a good enough preparation to bring the logistics sector of BR-VT to a new stature.

GOODSIGNALSFOR BR-VT LOGISTICS 2015

According to figure from BR-VT’s Department of Trans- port, until December, 2014, there have been 28 projects in BR-VT port system that have been put into operation with capacity of around 87.1m tons. The number of cargo through BR-VT port system at the time reached 57.8m tons, an increase of 15% year-over-year. There has been good recovery of import-export containers: an increase of 22.5% (9.36/7.64m tons, equally to 1.38/0.9m TEU); dry-cargo increased 18% (17.2/14.55m tons); liquid-car- go reached 13.1/12.9m tons and cargo in transit reached 18.11m tons, an increase of 18.5% (18.11/15.27m tons),

Another good signal that has also attracted many shippers and liners to CaiMep-ThiVai port group is an agreement between CMA CGM (the French biggest corporation that ranked third world wide) and the Ministry of Transport in November 2014. In the second quarter of 2015. CMA CGM vessels will be able to enter CaiMep- ThiVai for cargo to North America and Canada, with the number of cargo of 1,500 containers. CMA CGM also agreed to consolidate cargo from ports in Cambodia, Thailand and Philippines to CaiMep- ThiVai. At the same time, it will locally transport cargo fromHaiPhong and QuyNhon to CaiMep- ThiVai before exporting them to North America and Canada. With these good signals, it is predicted that cargo through CaiMep - ThiVai port group will have a good growth in 2015.

DETERMINATIONTOMEETTHETARGETS

With the positive signals when entering the new term of 2015, with the target of expanding the logistics sec- tor to region and the world, BR-VT decided to develop logistics infrastructure by combining synchronously sea-port infrastructures, multi-modal transport, trade infrastructures and communication-information infra- structures… to meet the needs of both service providers and logistics service users at certain time.

Sea-port infrastructures: BR-VT keeps maintaining existing service providing abilities, and researches devel- oping international transit activities, ensuring clearance ability from 70-114m tons of cargo in years to come. Transport infrastructures: keep improving transport infrastructures, ensuring connections that assist cargo and services circulating progress, avoiding conges- tions; speeding up important transport works as express ways, railway connecting HCMC- Bien Hoa- Vung Tau; preparing capital for the project of Phuoc An bridge… building an information system in “logink” model that allows connections among related parties in a supply chain; and specially building e-logistics information gate that supports national “one-stop” transaction, connect- ing to ASEAN “one-stop” information gate…

Till the term 2017-2020, BR-VT, together with related Ministries and sectors, attempts to improve and main- tain legal mechanism, planning and implementing abilities of functional agencies on policies of developing activities of sea ports, transport, supply chain security and international trade… It is estimated till 2020, BR- VT will have 18 port operators and 219 logistics service providers, contributing nearly VND 94,000 bn to GDP – equally 47.1% in service group sector. With orientation till 2030, ports in Vung Tau will ensure clearance ability of 140 - 270 tons of cargo.

LOGISTICSHUMANRESOURCE TRAINING:A PREMISE OF INTEGRATION TO A GLOBAL SUPPLY CHAIN FOR BR-VT

Strong development of global logistics sector shows high-skilled workforce is an important factor for effec- tive logistics activities. Knowing this, provincial Chair- man of the People’s Committee, in December of 2014, approved Project of Developing Human Resource for Logistics Services in BR-VT till 2020.

BR-VT will focus on human resource training for the lo- gistics sector to meets both requirements in number and in quality of the workforce, mostly on the fields of sea- ports, logistics service providers, logistics services for other sectors as industry, construction, trade, services, agriculture and marine products, especially for manage- ment officers for a professional skillful State’s adminis- trative staff. BR-VT, in orientation, will be a place for highly-qualified logistics human resource training.

The decision of approving the project has marked a milestone for logistics development at BR-VT, meeting requirements of integration and contributing in logistics and seaport integration to the global supply chain,

GROUP OF SOLUTIONS FOR SYNCHRONOUS DEVELOPMENT- A PREPARATION FOR SUSTAINABLE LOGISTICS DEVELOPMENT IN BR-VT

According to the Master Plan of Provincial Logistics Development till 2020, orientation to 2030, from 2015 BR-VT will give favorable conditions for seaport ser- vice providersand logistics providers to carrying out functions of logistics services and supply chain man- agements with quality service of the same standards of regional countries’.

It is expected that BR-VT will attract service providers with remarkable abilities in the fields of services and market development and it will have the initiative in the process of integration and will have direct influence to supply chains of key products as oil, power, industrial equipment, assisting industry, construction material, cold cargo, high- tech products, textile and footwear…, so it will be able to expand the supply and consuming market worldwide, which enables quicker and cheaper flows of goods, but also meets requirements of safety and trust.

Legal mechanism development: From now to 2016, BR- VT will cooperate with related Ministries and sector to improve legal basis and State’s management activities at ports in Vung Tau area and at others in CaiMep-ThiVai and make them as premises for managements, seaport and logistics exploitation for the province in coming years. At the same time, it will upgrade investment ef- fects and port exploitation, increase quality of seaport services so that its ports and berths can reach their de- signed capacity, fulfill their roles in the planning of na- tional seaports and attract investments to development of various types of logistics services.

From 2015, the province will speed up building planned logistics centers at CaiMep Ha (800ha), Oil Special-Use Logistics Center at Sao Mai- Ben Dinh (90- 100ha), Phu My Port Assisting Logistics Center (95ha) at Formosa and CaiMep-ThiVai at CaiMep Industrial Park (50ha).

Especially, BR-VT will soon finish its national “one stop” information gate, which makes a breakthrough in cus- toms procedures transparency, and builds special regu- lations on customs procedures to import-export cargo through CaiMep- ThiVai area. Besides, fields of trade, import-export, assisting industries will be pushed hard to make a cargo source, to develop logistics services, and support post-port activities.

With the targets of having sea-based economy develop- ment and being a modern industrial and port province, provincial leaders have known “Developing sea-ports are key duty, and logistics sector will be the provincial spearhead in years to come.”
