Dung Quat Enters a New EPC Execution Phase

The EPC Contract Kick-off Meeting on August 21, 2026 moved the Dung Quat Oil Refinery Expansion and Upgrade Project from contract signing into execution. With total investment of about VND 36.397 trillion, the project requires not only engineering, procurement and construction excellence, but also transparent and disciplined coordination among BSR, the WOOD-PVE PMC consortium and the Chengda-BPE EPC consortium.

From Contract Signing to a Unified Delivery Model

The EPC contract was signed on July 9, 2026 between Petrovietnam Refining and Petrochemical Corporation (BSR) and the Chengda-BPE consortium. The parties then moved quickly to mobilize key personnel, complete the project-management structure, align coordination procedures and prepare implementation plans. On August 21, BSR, the WOOD-PVE Project Management Consultant consortium and Chengda-BPE held the formal EPC kick-off meeting.

The meeting’s significance lay less in ceremony than in establishing a common governance system. The parties reviewed the project objectives, clarified responsibilities, aligned information flows, change-control principles and interfaces among engineering, procurement and construction. For a complex EPC project, the quality of interface management can directly determine schedule performance, cost control and the speed of risk resolution.

The message “One Team, One Goal - Safe. On Time. Together” therefore carries a practical management meaning. BSR, the PMC and the EPC contractor committed to delivering the project safely, on schedule, within the approved budget and in full compliance with technical requirements. The objective is to turn contractual obligations into coordinated execution in the field.

Upgrading Capacity and Product Quality at the Same Time

The Dung Quat expansion carries total investment of approximately VND 36.397 trillion, equivalent to USD 1.489 billion. Once completed, refinery capacity will rise from 148,000 to 171,000 barrels of crude per day. More importantly, the upgraded configuration will broaden crude flexibility, reducing reliance on a narrow set of traditional feedstocks.

The project will also enable Euro V-standard products and support increasingly stringent environmental requirements. This is a structural requirement as regional fuel markets compete not only on price, but also on quality and emissions performance. The expansion is therefore more than an equipment addition: it repositions Dung Quat’s technological capability for its next development cycle.

During front-end engineering design, WOOD integrated advanced technologies from leading licensors in the United States and Europe while maintaining compatibility with the existing refinery. Executing major EPC works inside a continuously operating facility adds another layer of complexity: new units and systems must be built and tied in without compromising safety, reliability or domestic fuel supply.

EPC Governance Will Determine Long-Term Value

After the kick-off, the challenge shifts rapidly from preparation to execution. Engineering milestones, long-lead equipment orders, construction, quality assurance and commissioning must be connected through an integrated schedule that can be updated continuously. With material prices, logistics costs and international equipment supply chains still exposed to volatility, schedule management must be combined with commercial and supply-risk management.

Site filling had reached 57.2% by July 16, 2026, showing that enabling works were progressing in parallel with EPC preparation. This can shorten the transition to field execution, but it also requires tight coordination to avoid site conflicts, design changes or delays at project interfaces.

A nationally important project also requires transparent control of cost, quality and accountability. The PMC plays a critical role in reviewing design, monitoring schedule, managing changes and claims, and assuring construction quality. BSR, meanwhile, must maintain fast decision-making while ensuring that the expansion remains aligned with the production and business needs of the operating refinery.

When commissioned as planned in 2028, the project will give Dung Quat greater flexibility to respond to crude-supply changes, meet higher product standards and expand its refining and petrochemical value proposition. It is also a core element in plans to develop Dung Quat Economic Zone into a national refining, petrochemical and energy center.

The EPC kick-off therefore marks more than the beginning of construction. It is the point at which vision becomes execution discipline, with success determined by each engineering decision, procurement milestone, interface and safety commitment. If the “One Team, One Goal” spirit is sustained throughout the 37-month program, the project can raise not only refinery capacity but also Vietnam’s standards for energy-project management, refining competitiveness and energy resilience.
