Deoca Group with double targets: dealing with the epidemic and maintaining its operation and working on their projects
Isolation and group working independently
From the middle of June 2021, implementing the directions from the People’s Committee of Danang city on suspending activities due to complicated happenings of the COVID-19 epidemic, Deo Ca Transport Infrastructure Investment JSC (DII, belonging to DCG) urgently restarted epidemic prevention plans.
DII required is units to rearrange accommodation for staff so that they can be ready to work on-site and required all employees to strictly implement measures to prevent the pandemic of COVID-19 in accordance to direction and guidance from health agencies.
At Bac Giang- Lang Son Expressway, the Board of Executive, in coordination with the local Steering Committee for COVID-19 Prevention and Control of Huong Son Commune, Lang Giang, Bac Giang organized COVID-19 vaccination for workers working in toll stations, in operation and exploitation department and in security department. The Board arranged 37 employees who permanently worked in 123 station to have home-isolation as requirements from local antiepidemic agency.
Units located in areas without epidemic outbreaks as enterprises of Deo Ca and Cu Mong, toll stations of An Dan, Ninh Loc… have been required to seriously implement measures to prevent COVID-19 as direction and guidance from health authorities in compliance with the “5K Message”. Officers and employees check their health and body temperature daily and notify leaders when there are symptoms of fever, cough, difficult breathing, sore throat and other unusual ones.
Leaders of factories and toll booths have to arrange accommodation for staff woking at the places to ensure their safety in case of the epidemic outbreaks.
In Tien Giang, (June 28) there were currently 18 COVID-19 infection among officials, engineers and workers working in the project of Trung Luong - My Thuan Expressway. Besides, there were more than 200 people undergoing concentrated isolation and workers in some bidding packages had to be isolated on site as requirements from the authorities. However, another staff from DCG were transferred from project areas that were not affected by the epdemic to fill in the positions of those who are undergoing medical isolation.
At the early days when the COVID-19 epidemic outbroke in Vietnam, DCG established a Steering Committee of COVID-19 Prevention and Control to work out on plans to deal with complicated happenings. Therefor, when the first two cases in the system- employees working at the project of Trung Luong- My Thuan Expressway infected, the Steering Committee immediately activated maximum anti-epidemic plans and had plan to mobilize personnels from other places to the project.
Currently, in addition to the bidding packages that are forced to suspend construction due to concentrated isolation or on-site isolation under the direction of authorities, workers in the remaining bidding packages who are not affected will continue their work in 3 shifts.
Proposing a solutions for expressway in Binh Dinh
On June 25, 2021, at the invitation of the People’s Committee of Binh Dinh Province, DCG advised and proposed to the provincial leaders the investment plan of the sector going through the province in the period of 2021- 2025 of the Eastern North- South Expressway project.
Dealing with the epidemic and maintaining its operation
At the meeting, Ho Minh Hoang discussed with the provincial leaders about practicl experiences drawn in the process of implementing the projects DCG has been implementing in provinces of Lang Son, Tien Giang and Quang Ninh- the projects PM Pham Minh Chinh concluded as successful PPP models.
When the PPP law took effect, Lam Dong Province and DCG boldly implemented the project of Tan Phu- Bao Loc Expressway. The project has achieved certain results so far. With the experiences, Hoang shared ‘the process of implementing a transport infrastructure project in form of PPP’ to advise the province for the project implementation.
In the context that there are many obstacles in implementation of the newly enacted PPP Law, the stage budget is limited and credit capital for transport infrastructure investment in form of BOT is increasingly constricted, the optimal solution to implement the project is to follow the “3Ps” method.
Specifically, P1 - State budget capital, showing the political determination of local leaders, unifying the route plan, the structure of local and central capital and the capital that needs to be called for to raise P2 and P3 capitol. P2 - Equity, select investors with experience and financial capacity to jointly plan and manage with the locality. P3 - Other mobilized capital, determining investment plans, capital needs and potentials, advantages of the localities where the project goes through to support the creation of expressway investment sources such as real estate, industrial urban areas, hi-tech agriculture, services, logistics... favorable in calling for capital.
On the basis, Binh Dinh Province will consider the proposal to the PM to modify 27.7km of Quang NgaiHoai Nhon on Binh Dinh Province to the section of Hoai Nhoin- Quy Nhon in to a single project and apply a specific mechanism for the North-South Expressway project that is under the Government’s consideration so that Binh Dinh can take initiative in site clearance, budget management in accordance with the PPP Law and the Budget Law.
