Necessary to improve both quantity and quality of Vietnam's logistics human resource

Solutions for Vietnam's logistics human resource to catch up the trend of logistics development in the Industry 4.0 and to make good use it it, it is necessary to push up training and development of logistics human resource that satisfy development requirements and international standards of the activities with features of interdisciplinary and professionality both in economy and technology... The solutions to be focused are as follows.
1. Having double check and modifications of mechanism and policies to develop logistics human resource
Currently, the mechanism and policy to develop logistics human resources is a gap from policies of state, sectors, localities and enterprises, which can be said to be not commensurate with the role and missions of logistics in the market economy. Policies of the sector and localities only focus on specialized logistics development measures, but they lack connectivity, interconnection and are administrative in nature, and there are no specific policies on logistics human resource development, including financial and non-financial policies for human resource training and development process... State management of logistics human resource development has many shortcomings compared to development requirements, especially logistics for e-commerce and mobile commerce. Guidelines and policies on development of logistics human resources have not been institutionalized by legal documents, mechanisms, policies and development plans in a timely and synchronous manner; implementation of a number of related guidelines and policies has been carried out with a large delay.
Therefore, it is necessary to review the current documents on logistics related to human resource development to complete and supplement such as from the recognition of the training industry, which should soon be separated into a separate logistics sector code from the industrial management sector code as it is today, redefining economic activities of logistics and modifying regulations on logistics personnel titles, occupational standards, vocational certificates and other knowledge requirements for logistics personnel... and also having specific policies to serve as the bsis for training, improving qualification of the logistics human resource in the new context.
2. Building and developing system of logistics expertise and in-depth skills
In fact, the number and content of jobs in the logistics sector are diverse and closely related to other economic sectors. Because logistics is a chain of supply services. Each field of work needs different technical requirements and quality of personnel to perform specific jobs but they are linked together in a series of services. Therefore, it is necessary to have a full awareness of requirements and characteristics of logistics human resource in the system of economic sectors.
And to ensure human resources are suitable for requirements from logistics enterprises as well as from logistics activities, training institutions need to understand the characteristics and requirements of logistics industry personnel, thereby building a suitable training program framework. The design of training program in some universities that often relies on strengths of existing disciplinaries should be avoided for it will be difficult for graduated students to find jobs: the knowledge they achived do not meet requirements in terms of practical knowledge and logistics skills.
3. Building programs and syllabus for logistics training suitable for international standards and Vietnam’s logistics practical situations.

Referring to foreign textbooks and documents is
necessary, but because of the language barrier, it
is difficult for learners to acquire knowledge from
them. Moreover, due to the "financial autonomy mechanism of schools", although the "credit-based" form of training has been applied, the Vietnam’s training environment is not ready especially for the mass application of modern teaching methods and university management methods like other countries
which have applied them for over 200 years now. Therefore, it is necessary to create a suitable training environment with changes suitable for national and local practical demands.
4. Improving connectivity among local logistics training institutions and foreign logistics training institutions
One of the solutions to improve training quality is to link up with foreign training institutions. Joint- training with foreign countries is an advanced form of training being applied by many schools. This form of joint-training is not only for the higher education system but also for the graduate education system. In addition, it is necessary to strengthen the exchange of experiences for teachers, especially in countries with developed logistics systems, thereby fostering and updating knowledge, gradually forming a team of teachers, leading logistics scientists in Vietnam. Strengthening training linkages, on the one hand will help improve the quality of training and will help Vietnamese training institutions to access internationally-recognized training programs from which learning, adjusting and perfecting training programs still inadequate as they are today.
5. Improving connectivity and cooperation among logistics enterprises and training institutions
Currently, Vietnamese logistics enterprises are almost small and medium-sized and have little association and cooperation in business activities and even with training institutions. Therefore, the link between logistics enterprises is extremely important today, especially in both training and development of logistics human resources. In addition, training institutions also need to associate with logistics enterprises, experimental and simulation facilities, to invite good experts from enterprises to participate in teaching modules in the training program and to provide technical and professional guidance,having coordinate research on logistics-related topics, creating conditions for students to visit, learn real working environments. The training link among enterprises and schools helps orient the development of application training programs in accordance with requirements from enterprises, thus improving the quality of logistics human resource training.
6. Applying new achivements in Information Technology in training and developing logistics human resource.
The Industry 4.0 with breakthroughs in the field of artificial intelligence, integration of artificial intelligence with the Internet of Things (IoT) and modernization tools is starting to change the whole perspectives of the logistics system and supply chain around the world. It also poses many new requirements for logistics human resource training that schools need to take into account. It is forecast in the coming years, modern and automated equipment and tools with IoT applications will become popular in the logistics field. The development of information technology, cloud computing technology has had strong impacts to activities of the logistics sector. Activities such as warehouse management, freight forwarding, dispatching, data collection and analysis have been gradually replaced by automation software systems. The rapid and deep participation of technology in the logistics sector's chain of operations has reduced the labor size of enterprises... Therefore, in the context of the increase in smart factories becoming more and more available, energy resources (but not capital) will become the core factor of social production. This means that the demand for high- quality human resource, digital human resource will increase,which also means increasing requirements for logistics human resource training.
