From Paper to Data: The NCD Convention and a Turning Point in the Digitalization of Transport Documents

The adoption of the Convention on Negotiable Cargo Documents (NCD Convention) by the United Nations General Assembly on 15 December 2025 was not merely the addition of another international legal instrument. Behind the rather academic title lies a very practical shift: for the first time, the world has a unified legal framework for negotiable documents applicable to all modes of transport, while explicitly recognising the equal legal value of both paper and electronic versions.
