There are two important international conferences in 2 days- July 25th and 26th- in Hanoi: On October 25th, World Economic Forum- Mekong (WEF-Mekong) held a conference with the theme “Developing Mekong Region: Investing in infrastructures, human resource and connections”, including 5 sessions discussing development and integration issues of countries in Mekong region in the situation of Industry 4.0. It is noted that this is the first time WEF held a conference on Mekong region.
Then, in the morning of October 26th, the 7th Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy Summit (ACMECS 7) and the 8th Cambodia-Laos-Myanmar-Vietnam Summit (CLMV 8) officially started in Hanoi. In the opening speech, Nguyen Xuan Phuc- Vietnam’s Prime Minister asserted Mekong countries have become an important driving force of economy in South East Asia- one of the most dynamic region in the world. Vietnam takes CLMV and ACMECS seriously and is willing to cooperate with member countries and partners for peace and common wealth in the region.

“To the dynamic and prosperous Mekong Sub Region” was an over-all theme in Hanoi ACMECS7Declaration. It is impossible to have developments and to be prosperous without connections. Besides traditional “hard” infrastructure, there is “soft” infrastructure in the situation of Industry 4.0. Added values should be equally divided in global and regional connections.

Hanoi ACMECS 7 Declaration confirmed the importance of cooperation for over all sustainable development. “To the dynamic and prosperous Mekong Sub Region” is an over-all theme of in the declaration. For improving regional connection, Hanoi 8 Declaration asserted: In the field of transport, we:
- Intensifycooperation for improving multi-modal transport and for making good use of the road network and economic corridors, especially EWEC, NSEC and SEC.
- Mobilize resources to build missing routes and improve roads along economic corridors, and together build express ways along SEC in which there is an ex pressway HCMC- Phnom Penh.
- Together build new transport routes connecting ACMECS member countries, including routes of Ha Tinh (Vietnam)- Khammoune (Lao)- NakonPhathom (Thailand).
- Research the ability of applying inspection model ‘one door, one stop” at international gateways along the EWEC and SEC, together with Asia Development Bank (ADB) to build “Guideline of carrying out inspection model One door, One stop”.
- Check the reality of the logistics sector and determine ways to improve competition ability of the logistics sector.
- Develop air routes connecting to large cities, culture heritages and nature tourist attractions at ACMECS member countries. - Encourage regional enterprises to take part in the development of traffic infrastructures.
- Implement Cross-Border Transport Agreement (CBTA) approved by ACMECS member countries. First check-up will be on January 1st, 2017.
The declaration agreed to implement many contents to facilitate trade, investment, tourism, agriculture and environment.
Vietnam also finished negotiations and signed a number of important agreement in 2016, especially the establishment of ASEAN Economic Community (AEC) and TPP. These are premises for the development of Vietnam’s economy and creating markets for the logistics sectors.
It is clear deep integration offers many opportunities to the development of Vietnam’s economy in general and the logistics sector in particular.

What should we do to realize the message?
The Government should improve their management tasks for logistics activities and build a legal framework for it. And then, they should have a management office of state’s level to co-ordinate the logistics activities. At the same time they should apply IT in management and in providing public services related to transport and forwarding.

Vietnam’s logistics enterprises should evaluate themselves and determine their own reality. Then, they should try to improve their weaknesses and develop their strong points to increase competition abilities. They should also actively connect to other enterprises in the same sector to take part in the market, to cooperate for complete logistics supply chains. And they should have more cooperation with import- export enterprises for better services and capacity.
Logistics enterprises should specify their market sector and should be ready to be an agent, satellite provider, or to outsource for global logistics groups to carry out local tasks. This is the short test way to take part in the market and to learn experience and technology from foreign companies. In approaching FDI enterprises, they should find sub markets and small and medium-sized FDI to provide services with costs suitable for them.
