The target of Logistics Service Development in Ba Ria-Vung Tau province (BR-VT) is to build up a system of logistics services of international standards; and by the way, to make BR-VT a Center for Logistics Services for the country and also for the region, effectively serving development of sea port economy, trade and investments of the province and of the Southern Economic Key Zone and contributing to the process of making BR-VT a sea port city in the future. As a movement for approaching the target, the Logistics Service Development Project in BR-VT in the period of 2011-2020 was approved in accordance to the Decision no.676/QĐ-UBND dated April 4th, 2013. It is a milestone decision in the process of building a system of logistics services of international standards in BR-VT.
FOCUS RESOURCES FOR THE PROJECT
As the project was approved, the People’s Committee of BR-VT has prepared all resources for carrying out the project. Particular tasks have been assigned to departments and agencies as choosing consulting organizations, focusing investments on areas with unfavorable conditions of infrastructure, choosing investment methods, making budget plan and other issues as training, policy-makings… and finding solutions to make Cai Mep-Thi Vai port a transshipment port for the country and for the whole region.
Tasks have been particularly assigned. Besides further considering legal procedures and contents for logistics infrastructure, Department of Transport of BR-VT is developing the project and having cooperation with Vietnam-Japan Commercial Bridge Association in finding investors for fields of finance, infrastructure investments and finding liners, freight forwarding companies, and shipping companies for items of priority in each stage. Department of Planning and Investment is making plan for investment promotions, and building procedures for logistics service management… Department of Finance is considering investment capital, methods of investments and allocating budget for operations. Department of Trade and Industry is finding information and making maps for logistics supply chains in the region and the world. Department of Construction, Resources and Environment is checking land plans. And the training has been assigned to Department of Labor, Invalids and Social Affairs, Department of Education and Training, Logistics Institute and universities… The model for sea port authority will be carried out by Department of Internal Affairs and Maritime Administration of BR-VT.
To speed up the project and to attract investors, BR-VT will offer facilitating policies and procedures for companies joining the project. Connecting infrastructures, delivery centers, logistics services and incentive mechanisms will help make centers of regional and international level, meeting the need of distant transport of Vietnam and attracting transshipment cargo from local areas and from countries abroad.
INVESTMENT PRIORITIES FOR EACH STAGE OF LOGISTICS
After approval of the projects, tasks for master plan and construction plan will be carried out. The contents of the project include (1) master plan for logistics developing, (2) planning for logistics center, (3) developing transport infrastructure and technical infrastructure serving logistics development, (4) training and developing logistics human resources, (5) building policies, mechanisms for logistics development.
The project of making BR-VT a center for sea ports of the country is divided into stages:
Priority investment projects in the period to 2015:
There will be priority investments in road infrastructure connecting Cai Mep Logistics Service Center to Mep-Thi Vai port and National Highway 51, Cai Mep Specialized Logistics Center ( with work of leveling, building system of roads, power and water supply and necessary warehouses as CFS, empty-container depot…), road connecting infrastructure to logistics center in My Xuan and Sao Mai-Ben Dinh, co-operative training, aiming to the establish a logistics human resource training center in the future.
Import-export businesses in and out of the province will be attracted to move their activities to industrial parks in provincial area, especially those behind the Cai Mep-Thi Vai port system; administration procedures will be reformed and human resource training center for the logistics sector will be established (with departments, faculties, and training centers for assisting fields for logistics activities in the provincial area)
Priority investment projects in the period to 2020:
Continue with the improvement of transport infrastructure connecting logistics centers; invest in items in logistics centers in the period to 2020; invest in building logistics centers in My Xuan and Sao Mai-Ben Dinh; invest in IT system and e-customs in logistics service activity management.
Priority investment projects in the period after 2020:
Continue with the investments railroad system connecting Cai Mep Ha Logistitc Center to the National Railroad System; and at the same time, invest in items in logistics centers in the period after 2020 and Free Trade Zone in Cai Mep; establish trade centers, finance centers and other necessary projects in Cai Mep Ha Logistics Center.
Therefore, developing and carrying out the Logistics Service Development Project till 2020 and the succeeding years is an objectively essential requirement to make BR-VT a central sea port city of the country. And sea port economy will be a strong spearhead for the strong development of BR-VT in particular and of the Southern Economic Key Zone in general in the coming time.
