On January 11th, 2021, at the southern tunnel entrance area in Lien Chieu District, Danang City, the investor - Deo Ca Investment Joint Stock Company of Deoca Group cooperates with the Ministry of Transport, the localities of Thua Thien-Hue, Danang to organize the inauguration of Hai Van 2 tunnel.
The Hai Van 2 tunnel category under the Deo Ca road tunnel project, with a length of 6.2km (route length of 12.4km including the path) is the longest road tunnel project in Southeast Asia. Hai Van 2 tunnel was proposed by Deoca Group to invest and deploy after the implementation of a series of works in Co Ma, Deo Ca and Cu Mong tunnels. This is a record project, confirming the capacity of Vietnam and Vietnamese enterprises in implementing a project of international stature.
Upon receiving this project, Deoca Group was aware of the great importance and difficulties and challenges ahead. Those are difficulties in technique - technology, mechanisms and policies, as well as capital. But the Deoca Group identifies this as a historic mission, an unprecedented challenge for the Group. Hai Van 2 tunnel is the most difficult project in terms of technical and technological solutions. During the construction process, the Investor has to handle complex technical stages, both constructing the Hai Van 2 tunnel and ensuring the construction safety and traffic safety for Hai Van 1 tunnel. But with current experience, determination and capacity to innovate, Deo Ca Group has successfully solved all technical obstacles in tunneling process.
The determination and efforts to innovate the technology have helped the Hai Van 2 tunnel project to be completed after only 4 years of construction. Although in the institutional - financial aspect, up to now, the Deo Ca project has still lingering problems that need to be actively resolved to ensure the interests of investors when the project has been put into operation. Awaring that people's travel need during the peak of Lunar New Year is very necessary (ensuring traffic safety, reducing travel time), but putting the project into operation will generate a lot of expenses (electricity, water, labor, monthly maintenance...) meanwhile, the long-term financial problems have not yet been resolved. Therefore, Deoca Group will try to organize the operation of vehicles through 2 tunnels for 20 days, from February 1st, 2021 to February 21st, 2021.
But beyond all these shortcomings and difficulties, it must be acknowledged that the completion of the Hai Van tunnel project by a Vietnamese private enterprise demonstrates the superiority of the public - private partnership (PPP) investment form. This approach has helped mobilize social resources to effectively solve the country's development problems - save a lot of money, significantly shorten the construction time and ensure the quality of the project. This approach will bring even greater success if there is the synchronous and drastic participation of the Government, the diligence of localities and choosing the right investors - capable, rich in national spirit and the aspiration to dedicate.
