The 2026 International Investment Promotion Conference, held in Dien Bien on October 19, provided a platform for stronger cooperation between the Vietnamese border province, China’s Yunnan Province and Laos’ Luang Prabang Province. On the morning of October 19, 2026, the International Investment Promotion Conference connecting Dien Bien Province of Vietnam, Yunnan Province of China and Luang Prabang Province of Laos took place at Muong Thanh Grand Dien Bien Phu Hotel. Under the theme “Dien Bien – A Gateway for Trade, A Convergence of Investment Opportunities,” the event followed the opening of the Dien Bien International Trade Fair on October 17. Together, the activities linked trade promotion, project information, investor engagement and destination marketing within a broader program of regional cooperation.

Participants included Nguyen Minh Vu, Permanent Deputy Minister of Foreign Affairs of Vietnam; representatives of central ministries and diplomatic missions; delegates from Laos and China; and domestic and international business representatives. In his opening remarks, Dien Bien Provincial Party Secretary Tran Tien Dung emphasized the importance of using the province’s geographical position to deepen links with Yunnan and Luang Prabang, facilitate trade and attract new resources for local socio-economic development.

Turning a Border Location into a Three-Province Partnership

Dien Bien shares borders with both Laos and China and possesses significant historical, cultural and natural assets. According to the province’s investment promotion materials, its area covers approximately 9,548 square kilometers and its international borders extend more than 455 kilometers. These characteristics offer opportunities for the province to build on its historical tourism identity while developing a wider role as a connection point between northwestern Vietnam and neighboring markets.

The conference message, “Dien Bien – Luang Prabang – Yunnan: Local Connectivity, Shared Prosperity,” reflected a partnership based on complementary advantages. Dien Bien can connect production and services in northwestern Vietnam; Yunnan brings broad commercial networks and market access; and Luang Prabang contributes particularly strong cultural, tourism and regional linkages. More regular contacts between local authorities, trade associations and enterprises can help translate those strengths into practical cooperation across borders.

Delegates were introduced to the province’s investment potential and exchanged perspectives on trade, transport infrastructure, high-technology agriculture, energy and tourism. Permanent Deputy Minister Nguyen Minh Vu welcomed the initiative and encouraged participating localities to review transport, border-gate and logistics connectivity, distinguish tasks that can be handled locally from those requiring central-government coordination, and identify appropriate priorities. This practical approach can help connect diplomatic dialogue with the preparation of projects and workable business partnerships.

Three Priority Areas for Investment and Supply Chains

Dien Bien identified three principal areas for enhanced investment cooperation. The first covers connective infrastructure, logistics, border trade and processing industries. Better integration of border facilities with warehousing, freight transport and commercial services would support exporters and importers while creating more opportunities for local manufacturers. Such development could also strengthen the province’s participation in wider value chains linking Vietnamese production centers with markets in Laos and China.

The second priority is commodity agriculture and higher-value processing aligned with a green-economy approach. Dien Bien has agricultural production areas associated with coffee, macadamia and other local products. Connections between producers, processors, logistics operators and international buyers could support improved preservation, product quality, traceability and market development. Modern technology and responsible resource use would be especially valuable in helping regional agricultural products earn higher value and generate more stable livelihoods.

The third priority focuses on historical, cultural, ecological and resort tourism. The Dien Bien Phu Battlefield Special National Monument, Muong Phang, Pa Khoang Lake and the province’s diverse ethnic cultures provide a distinctive foundation for destination development. Stronger connections with Luang Prabang and Yunnan may help create cross-border itineraries combining heritage, cuisine, natural landscapes and community experiences. In time, such products could encourage longer stays, attract new visitor segments and broaden opportunities for local tourism enterprises.

The conference formed part of a program that extended beyond plenary presentations. The officially announced arrangements included project field visits in three broad groups: industrial zones and logistics; tourism and hospitality; and agriculture and processing. By allowing potential investors to examine project locations and discuss land, transport access, labor requirements and market prospects, this format can improve the quality of subsequent negotiations and investment research.

Building Investor Confidence through Practical Support

Recent economic developments gave substance to Dien Bien’s message of openness. According to the provincial government’s report published on October 19, the province recorded economic growth of 9.81 percent during the first nine months of 2026. It also approved investment policies for 31 projects with registered capital exceeding VND 54 trillion. These figures indicate a stronger investment pipeline, although registered capital should not be confused with actual disbursement or completed economic output.

One specific example is Decision No. 2339/QD-UBND, dated October 17, 2026, approving the investment policy and the investor consortium for the Thanh An Industrial Park infrastructure project. The consortium comprises Hoa Phu Joint Stock Company, Hieu Phat Investment and Construction Joint Stock Company, and An Thinh Cuong Foods Co., Ltd. The proposed industrial park covers 104.60 hectares and has registered project investment of VND 841.29 billion. It represents a concrete step toward creating industrial infrastructure that could, over time, generate additional demand for logistics services and supply-chain connections.

Provincial leaders emphasized continued administrative reform, transparent planning information and active assistance in resolving practical difficulties. They described business satisfaction and business success as important measures of administrative effectiveness. For prospective investors, readily accessible project information, reliable coordination and consistent institutional support can make the difference between initial interest and the preparation of implementable investment initiatives.

The 2026 Dien Bien International Trade Fair provides a platform for showcasing products and connecting regional markets.

The international trade fair, running from October 17 to 22, provided a complementary setting for enterprises to showcase products, identify buyers and interact directly with partners. Combining exhibitions, field surveys and high-level dialogue within one program allows local products, investment prospects and the province’s wider development ambitions to be presented as related elements of a common growth story.

The lasting promise of the October 19 conference lies in stronger working relationships among local governments, enterprises, professional associations and education providers. Connections in transport, processing, agriculture, tourism and skills development can reinforce one another and provide further momentum for economic activity across the border region. Effective follow-up, project-specific discussions and sustained business engagement will be important in turning the positive atmosphere into enduring partnerships.

With a clear determination to improve its investment environment and an open invitation to regional partners, Dien Bien is positioning itself as a cooperative gateway between Vietnam, Laos and China. The conference offered an encouraging milestone in that journey, affirming the potential for the province to convert its geographical, cultural and human resources into sustainable growth through regional integration and shared prosperity.
