The backbone route

In the morning of May 22, in Thanh Binh Thinh Commune, Duc Tho Dist., Ha Tinh, the Ministry of Transport, the People’s Committee of Ha Tinh Province, the People’s Committee of Nghe An and the joint-name investors held the groundbreaking ceremony of the construction investment component project of Dien Chau - Bai Vot section.

The construction investment component project of the Dien Chau- Bai Vot Section belonging to the project of building a number of expressway sections on the Eastern North - South Expressway in the period 2017 - 2020 approved by the National Assembly and the Government in the Resolution no.52/2017/QH14 dated November 22, 2017 and in the Resolution No.20/NQ-CP dated March 28, 2018.

This is the first one of the three component projects invested in form of PPP being kicked off. The project plays a role of the backbone route connecting important economic political centers of the country, including provinces of Nghe An and Ha Tinh.

The section has the length of 49.3km (the section going through Nghe An province has the length of 44.4km and the section going through Ha Tinh has the length of 4.9km). It has a design of 4 lanes with the width of 17m and designed speed of 80kph. The starting point (Km400+000), behind the intersection with the National Road 7 (the ending point of the Investment Component Project of Nghi Son - Dien Chau section), Dien Cat, Dien Chau, Nghe An; the ending point (Km479+300), behind the intersection with the National Road 8A, Duc Thinh, Duc Tho, Ha Tinh Province.

The project has a total investment of about VND 11,157.82 bn, invested in the form of PPP by the Joint Venture of Hoa Hiep Co., Ltd. - Cienco 4 Group Joint Stock Company - Nui Hong Investment Co, Ltd., Truong Son Construction Co., - Vina 2 Investment and Construction JSC. who won the bid and then will implement it.

In the groundbreaking ceremony, Nguyen Duc Trung - Chairman of the Provincial People’s Committee of Nghe An affirmed the Dienc Chau- Bai Vot section, the Eastern North-South Expressway, has a very important role. After completion, it will contribute to the accomplishment of the North- South Expressway system and connect economic centers, economic corridors, economic zones and industrial parks of the region of Northern Central in particular and of the country in general.

Once it is completed, the project will reduce load for the National Highway 1, ensuring traffic safety and meeting travel needs from people, creating a premise for economic-cultural-social development and sustainable linkage and development of the two provinces of Nghe An and Ha Tinh.

Being identified as a key national project, Nghe An province has recently focused on directing relevant localities, departments and sector, mobilizing the entire political system to coordinate with the Board of Management of Project 6 to carry out site clearance work. It has been basically completed (over 90%), which met the requirements from the Government and the Ministry of Transport.

Striving for the project completion in 2023

Chairman of Provincial People’s Committee of Nghe An Nguyen Duc Trung affirmed that to ensure quality, to be completed on schedule, to put into operation soon and to promote its effectiveness, Nghe An province is committed to keep directing relevant localities, departments and sectors of the province to focus on removing obstacles to hand over the entire site to the project as required; coordinating with the Ministry of Transport, the investors, ensuring material supply and timely solve related problems during the project implementation.

Considering that the Dien Chau - Bai Vot expressway section is a gift from the Party and the Government for provinces of Nghe An and Ha Tinh and it has an important meaning in socio-economic development, Chairman of Ha Tinh People’s Committee Tinh Vo Trong Hai affirmed: “For the two provinces of Nghe An and Ha Tinh, the completed project will synchronously connect the transport infrastructure system in the region, connecting key economic areas and industrial parks. from localities to economic-political-social centers across the country as Thanh Thuy Border Gate Economic Zone, Cau Treo Economic Zone, Southern Nghe An - North Ha Tinh Economic Zone, Vinh - Cua Lo City, Vung Ang Economic Zone, logistics centers, seaports; contributing to socio-economic developments, ensuring national defense and security of the two provinces of Ha Tinh - Nghe An”.

“This is a key national project, so it is necessary to be very drastic and comply with the legal regulations on construction investment, ensuring labor safety, environmental sanitation, and traffic safety...”, emphasized Nhat.

In order to meet general requirements on the project progress and quantity as directions from PM “The North - South Expressway must be an exemplary work” of the Ministry of Transport, Deputy Minister of the Ministry recommended investors- as project ownersto focus on mobilizing all resources for construction to ensure quality and to complete the project in 2023 as scheduled.

Deputy Minister of Transport Nguyen Nhat also suggested the People’s Committees of Nghe An and Ha Tinh provinces continue to coordinate and create conditions to complete the site clearance work to meet the schedule and requirements, remove difficulties in sources of material supply, and support investors in the implementation process. The press agencies inform and propagate about the project so that people can agree, support and complete the handover of the site to implement the project.
