Although there have been investments and improvements, the transport infrastructures have not been able to meet demands and development potential of the country.
Transport infrastructures play an important role in the process of social- economic development of a country and is crucial in developing logistics activities. Although there have been investments and improvements, the transport infrastructures have not been able to meet demands and development potential of the country. The fact that cargo quantity grows faster than the growth of infrastructures has resulted in congestions and overloads both in road and in airway system. Railroad has remained outdated. Sea way and local waterway have not been properly invested… Besides, import- export regulations and procedures at gateways, inconsistent policies among countries with the same border have caused no less difficulty for enterprises, especially those operating in cross- border transport. These inadequacies slow down the whole country’s developments.
To solve the problem of “bottleneck” under pressure of cargo circulation, the Government has shown its determination, require the Ministry of Transport to be a spearhead to solve it. The problem of “Connecting means of transport, improving sea transport abilities” has been seriously mentioned. There has been cooperation among sectors as Directorate for Roads of Vietnam, Vietnam Maritime Administration, Railway Administration and Vietnam Local Waterway Administration for research and evaluation of existing conditions, and then for offering feasible solutions to reduce pressures and to increase cargo circulation abilities. Many projects of upgrading or newly building have been set out and developed.
At international conferences and meeting on trade and transport of regional and international levels, held with sponsorship from World Bank (WB), WB experts have reconfirmed developments on trade, logistics, and transport infrastructures are necessary conditions only, there should have consistency from policies and customs systems among countries. It is sufficient conditions that the country need to increase import- export turnover, develop effectively trade and logistics among countries of the same border.
