Believing in a bright future

At the meeting with more than 50 typical enterprises, intellectuals and leaders of ministries and sector with the theme “Dialogue 2045” held in HCMC on March 6th, 2021, PM Nguyen Xuan Phuc affirmed the great and cross-cutting target of building the strong rich Vietnam and the fair civilized democratic society. “We should develop the national livelihood to have the rich people and the strong country; we should have strong enterprises with brands enabling to compete with others in the region and in the world. Especially, we need an excellent human resource to carry out the country’s great works”.

The XIII Party Congress outlined specific goals for milestones of 2025, 2030 and of the 100+ anniversary of the Democratic Republic of Vietnam - the Socialist Republic of Vietnam currently: to make Vietnam a developed, high income country.

Do Minh Phu - Chairman of the Board of Administration of TPBank, Chairman of the Founding Council of DOJI Groupsaid: “According to reports from the Ministry of Planning and Investment, by 2020, the scale of Vietnam’s economy reached USD 343bn- ranking top 40 of the largest economies in the world, ranking 4th in the ASEAN; at the same time, the per capita income reached USD 3,521- ranking 6th in ASEAN. Therefore, we set the 2025 target the GDP per capita will be USD 4,700 - USD 5,000 and USD 7,500 in 2030 and it will surpass USD 12,000 by 2045 to become the country of high income (the UN’s criteria: a high income country is a country with GDP per capital of over USD 12,000).

At the “Dialogue 2045”, PM Nguyen Xuan Phuc affirmed we need to free up all resources, all potentials in around 100 million Vietnamese people, including overseas ones to realize the intention. Besides it is necessary to attract, receive and mobilize international resources from global integrations, from direct and indirect investments, and from resources in technology, knowledge and innovations. “Trust is the greatest catalyst for all determination and all goals to be reached. There should be stronger belief in the bright future of the people- it is also our great spirit in the context of the pandemic of COVID-19”, emphasized PM.

Creating an equal business environment

To achieve the goals outlined by the XIII National Party Congress, it is necessary to have drastic and strong innovations in institutions, strong dvelopments in science and technology, breakthrough in quality productivity and competitiveness and a powerful rise of the private economy.

Truong Gia Binh, Head of the Private Economy Development Research Department of the PM’s Advisory Council on Administrative Procedure Reform said: "We need belief from people in the Government and that from Government in the people. The Government makes policies and big things; enterprises do specific things. The business community wants the Government’s belief in them and they want the Government to be a midwife to facilitate their ideas”.

There should be focus on developments of the private economy sector: supporting the forming of strong private economic groups of national and international levels and promoting small and medium sized enterprises, sectors of rural agriculture and start-up enterprises. The Government should create an equal business environment among economic regions and among enterprises.

Many private economic groups have played leading roles in key sectors of the economy as electronics and telecommunication, automation, automobiles, steel, chemicals and cement production… If they are given opportunities, they will surely complete their assigned tasks.

Nguyen Thi Phuong Thao, President of Sovico Group, General Director of Vietjet Air, Standing Vice Chairman of HD Bank’s Board of Administrration - also express her wish to have Government’s belief in the private economy and enterprises. There should be focus on developments of the private economy sector: supporting the forming of strong private economic groups of national and international levels and promoting small and medium sized enterprises, sectors of rural agriculture and start-up enterprises. “Vietjet’s leaders expects the Government to create equal business enviroments among economic sectors and among enterprises", said Thao.

According to Do Minh Phu, Chairman of the Board of Administration of TPBank, Chairman of the Founding Council of DOJI Group, ministries and sectors need to change their minds when setting policies and implementing them: from manage enterprises and manage people to serve enterprises and serve people. Public agencies should be ready in the position to trouble shoot and to support enterprises and people, taking satisfaction and success from the business community and people to be a measure for their task accomplishment.

In the rapid development trend of the Industry 4.0, legal systems of all countries cannot catch up with the advancement, especially that of Vietnam- overlapping and asynchronous. This is also an obstacle to the application of new economic models: new technology and techniques change or even reverse current forms and models of business.

In the past few years, the Government has focused on reforming administrative procedures and improving the business environment. In the years to come, they should focus on reforming the institutions of resource allocating, developing markets of factors of production, especially the markets of land-use right, labor, sciencetechnology and intellectual properties. Phu shared and showed ambitions of building a prosperious strong country- an ambition spreading out in the community of millions of Vietnam’s enterprises. “We expect the Prime Minister, the Government and Ministries to create best conditions to nourish the ambition from millions of private enterprises: “leading eagles” and other birds forming a flock to overcome storms of difficulties to develop the country to be a prosperous developed one", said Phu.
