The Importance of Administrative Restructuring

According to Plan No. 90/KH-UBND issued on April 8, 2024, the 2023–2025 period focuses on gathering public opinion and holding informational workshops to clarify the legal basis and benefits of the proposal. A key priority is ensuring that residents understand the long-term significance of this restructuring. To disseminate information effectively, the province has leveraged multiple communication channels, from local newspapers such as Ba Ria - Vung Tau Newspaper to radio and television systems​​.

Beyond governance, the restructuring is also expected to reduce budgetary expenses, optimize resources, and create favorable conditions for attracting investment. This forms the foundation for localities to acquire additional resources for economic development and improving residents’ quality of life​.

Challenges in Implementation

Implementing the plan in BRVT has encountered significant hurdles, particularly concerning public sentiment and the adjustment of civil servants. When administrative units are merged, officials and employees face direct impacts such as job reassignments and streamlined workforce policies. To minimize disruptions, the province has adopted various support measures, including retraining, appropriate job placements, and ensuring policy benefits for affected individuals​.

Another major challenge lies in managing former administrative facilities and public assets. Repurposing existing infrastructure while aligning with overall planning requires close coordination among relevant agencies. Within a year, the districts and communes have completed key steps such as surveying, listing, and drafting plans for reuse or functional conversion of facilities​​.

Social opinion has also been a sensitive aspect. Many have expressed concerns that restructuring could lead to inequities or diminish the quality of public services. In response, the province has intensified efforts to organize public meetings, collect grassroots feedback, and maintain continuous communication to address misunderstandings​.

Consensus as the Foundation for Success

Additionally, pioneering individuals and collectives have helped spread a positive mindset. These advocates not only embraced the changes but also proactively suggested solutions to maximize local resources. Notably, many local businesses have contributed financial and human resources to support the transitional period​​.

One remarkable achievement has been the rapid stabilization of newly established administrative units. Residents in merged areas, such as Long Toan Ward (Ba Ria City) and neighboring communes, have reported noticeable improvements in infrastructure, administrative services, and economic opportunities.

What deserves recognition is the pivotal role of communication and active community participation. It is the residents, officials, and employees who have turned obstacles into opportunities, progressively transforming their localities.

This journey of restructuring is far from over. Lessons learned from BRVT pave the way for other provinces to follow and adapt, moving toward a modern, transparent, and efficient administrative system in the future.
