(VLR) The social distancing in the task of COVID-19 prevention in HCMC, Binh Duong, Dong Nai and 16 Southern cities and provinces has disrupted supply chains, causing negative impacts to business activities. In the situation, Dong Nai Port JSC. has deployed epidemic prevention measures to protect workers and to help their customers overcome difficulties for a common goal: to keep the pace at the port smoothly and to help customers overcome the epidemic of COVID-19.

Ensuring safe and smooth operations

Dong Nai Port plays an important role in supply chains of production materials, of consuming goods, and of import- export of enterprises in Dong Nai province and the Southeast region. The Board of Directors of Dong Nai Port determined that ensuring smooth port operation is of significance in helping enterprises ensure material and fuel input and transport goods to local consuming market and export.

Therefore, despite being significantly affected by the impact of the COVID-19 epidemic, Dong Nai Port still aims at keeping smooth and safe operations at the port. The port has currently coordinated with management agencies in epidemic prevention and with economic management agencies in ensuring goods circulation. It has also been organizing “3 on-site” as medical agencies’ directions: regularly giving their work force tests to detect cases of infection and having zoning measures to avoid epidemic outbreaks.

The port has been flexibly implementing many recommended measures to ensure stable import -export activities and goods circulation during the epidemic situation to ensure the supply of raw materials for activities of production and transporting finished products to customers, not allowing the epidemic to disrupt port operations, contributing in enterprises’ efforts of maintaining operation in the time of the epidemic, and recovering enterprises’ activities after the epidemic is controlled.

Like most other enterprises, Dong Nai Port is unable to avoid negative impacts from the COVID-19 epidemic as incurring large costs when applying the “3on-site” solution, testing costs for employees; maintaining operations with labor resources of only 60% compared to normal while revenue declined... In that context, Dong Nai Port does not increase service prices, but also strengthens support policies, increases service values, accompanies and shares difficulties with customers.

For customers who are transport units: In the initial stage of implementing the Directive 16 of the Government, the driver force encountered many difficulties and obstacles due to inconsistent control measures at inter-provincial traffic checkpoints. The change in eating habit made many of them unable to adapt. In the time, Dong Nai port had caring project as offering mineral water and snacks for drivers. For customers who are exporters: To control the spread of disease at the port through forms of direct transactions, and at the same time, to support customers to limit circulation between provinces and cities, Dong Nai Port has supported liquidation procedures, and recording cargo ship book at the port via email and zalo; support customers to pay via bank instead of paying in cash; have coordination with customs to solve customs procedures through electronic devices.

In addition, to share difficulties with customers when applying the “3 on-site” or “1 road, 2 locations” production option in the context of limited labor resources, narrowing production areas, the Port has supported customers to unload their containers from 10 to 15 days before closing time according to customer segments.

For shipping lines: Due to impacts from the epidemic leading to congestion at many international ports, the lack of empty containers, many shipping lines canceled and changed ship schedules continuously. Sharing difficulties with shipping lines, Dong Nai Port has a policy of free storage for each shipping line segment.

Ready to adapt the “new normality”

In addition to solutions to maintain safe operations during the epidemic time, Dong Nai Port has also prepared a development plan for the ‘new normality’ that meets needs of development of enterprises and localities.

The Board of Directors of Dong Nai Port determined that ensuring smooth port operation is of significance in helping enterprises ensure material and fuel input and transport goods to local consuming market and export.

The conversion of the model from Long Thanh Customs Branch to Dong Nai Port Customs Branch was approved by the Ministry of Finance under the Decision no. 1615/ QD-BTC dated August 24, 2021, effective on October 15, 2020. 2021 created a huge boost for Dong Nai province’s import- export activities. This helps businesses reduce a lot of time and documents, not having to do transfer of goods procedures for cargo exported from ports in Dong Nai to markets worldwide, cuts costs for enterprises so that they can focus resources to improve production activities and capacity.

With the advantages from operation of the newlyestablished bordergate customs branch, Dong Nai port will focus all resources and improve solutions to retain traditional customer groups, promote exploitation of new groups of cargo that have not been exploited due to limitation from customes procedures. Together with core service as seaport cargo stevedoring, the port will offer package logistics services as bonded warehouse leasing, domestic warehouse, yard leasing, domestic sea freight, international sea freight, and road transportation… to meet the needs from customers using door to door service.

To meet the increasing demand of the market and overcome the situation of vehicles waiting to enter the wharf for cargo handling, Dong Nai Port has implemented the construction of a 230m-long wharf B5 capable of receiving ships of 30,000DWT from October 2020. Currently, the wharf has basically completed the construction items and is expected to be put into operation in October 2021 to serve importexport needs from enterprises in peak months at the end of the year. The port continues to implement the construction of a 5,000DWT berth at Long Binh Tan Port. It is expected to be put into operation in 2022.

In the role of a seaport, Dong Nai Port has always had orientations to deploy services to minimize logistics costs for customers so that they can have competitive costs, save time, and ensure their tasks of supplying materials to production and of bringing goods to markets.
