National Public Service portal facilitates enterprises

Administration procedures go on-line

To cope with the pandemic of COVID-19 and to share difficulties with people, the Government and the Prime Minister Nguyen Xuan Phuc has dictated various solutions to solve difficulties for productions, food security, disbursement of public investment, social security…And working mode of the State’s administration offices providing public services has been changed as well: digitalized and non-paper work.

In the opening speech at the e-Conference “Introduction of the National Public Service Portal and Benefits for Enterprises” held on June 12th in HCMC, Minister and Chairman of the Government office said the Government carried out reform of working methods of the State’s offices in works of guideline, administration and providing public services by enhancing sending and receiving e-documents by National Document Link Axis; replacing paper-based report to e-report by the Systems of Government Reports, Ministries’ Reports, Sector’s Reports and Local Authorities’ Reports; using efficiently the One-stop e-information system and service portal of levels of ministries and provinces.

The Government issued the Decree no.45/2020/ND-CP dated April 8th, 2020 on carrying out administration procedures on e-environment- the first record of legal value of online procedures, results of administration e-procedures, recognizing enterprises’ files with digital signatures. This will help enterprises to reduce paperbased files and processes of dealing with the State’s offices.

It is obvious that carrying out administration procedures on digital environment brings great benefits to people and enterprises and the National Public Service Portal is an efficient solution to digitalize administration procedures. Carrying out procedures through the portal helps people and enterprises monitor the State’s offices’ administration procedure solving process, ensuring transparency.

Talking numbers

The National Public Service Portal helps enterprises to save time and expense when they carry out administration procedures in ministries, sectors and local authorities. The total social expense saved when carrying out the online public service is around VND 6,490bn pa, VND 3,036bn pa from the National Public Service Portal. After over 6 months of operation (December 9th, 2019- June 11th, 2020), 42.5m people accessed the National Public Service Portal; there have been 164,000 accounts registered- including 1,729 enterprises’ accounts, assisting over 13,400 phone calls for enterprises and integrating 512 online public service- including 288 public services for enterprises.

Groups of administration procedures with highly frequent implementation were integrated in the Portal and efficiently served enterprises as groups of procedures on registering and informing enterprises’ promotion, groups of procedures asking for C/O, traffic violating fine, and procedures related to insurance and taxes and other particular procedures.

Le Duy Hiep- President of the Vietnam Logistics Business Association (VLA) said: “Latest statistics from the World Bank showed Vietnam’s logistics cost is high in the region. For better competition abilities, logistics fee is a big matter to be solved. The National Public Service Portal helps reduce burdens of time and expenses as expenses on clearance. The application of digitalized administration services in some angles helps reduce logistics expenses”.

Besides, to reduce burdens of paper work and time, VLA has encouraged its member enterprises to use digitalized B/L, especially digitalized order (eDO). According to VLA, benefits from eDO is great, helping to save time, efforts and avoid risks from forwarding and transaction control.

Hiep also approved the scheme of carrying out e-customs procedures suitable to international standards and specialized inspection reform in the direction the customs office is the only office carrying out specialized inspection at gateways, ministries, and sector management offices will carry out post-inspection.

And enterprise community should enhance a process of digitalization. From the angle of macro-economy, enterprise digitalization helps improve economic activities of a country. It is estimated that digitalization of ASEAN’s middle and small sized enterprises can create USD 1.1 thousand billion of GDP in the whole region in 2025.
